Willingness to Bear the Costs of Preventative Public Health Measures

Shan Zhang and Trudy Ann Cameron

In 2003, a general-population survey of U.S. residents was used to determine people’s willingness to bear the costs of public policies aimed at reducing health risks to their communities. We re-estimate earlier models, omitting respondent-specific individual characteristics and adding county-level data on a variety of contextual variables circa 2003. Then we transfer our re-estimated model to the context of the 2020-21 COVID-19 pandemic, substituting 2020-era levels of the contextual variables, including county-level household incomes and unemployment rates. We also simulate the model’s implied values of what would have been people’s ex-ante willingness to pay (WTP) to have avoided the actual monthly totals of COVID-19 cases and deaths duringMarch to April 2020-21, by county and month, for the conterminous U.S. states.

The meaning of my Chinese name Shan is "fir tree". I loved Oregon as soon as I arrived in the Portland airport. I felt that as a "fir tree", I found my "home"! I enjoy the nature, the coast and hiking around Oregon.

I went for a month trip to Nigeria (West Africa) in 2019. I was in a village in the middle of nowhere. The girl with me in the picture was our housekeeper. She kept me company during the time I was in the village. I was very moved by the genuineness and kindness of the people.

In Munich I spent two weeks visiting the headquarters of BMW through the U. of Florida. My team members and I gave a presentation about the idea of a "High-Level Sports Car Sharing Model". It was nice to see so many fancy cars in a short period of time!

I spent about three years in Dalian city for my undergraduate study. My college was about 20 mins away from the coast. I still clearly remember how every time I walked out from the library, I smelled the salty air from the ocean! It was so refreshing!

I spent the first eighteen years of my life in Inner Mongolia, a minority area of China. In my hometown of Chifeng, all the signs are written in both Chinese and Mongolian. I love my hometown! The sky is always blue, the prairie is beautiful, the people are so kind and caring, and I miss the Mongolian milk tea that you can drink in the morning. My home will always be part of who I am in my heart.
